The Sunshine Electricity joint venture's main counterparties in the project are:
- Downer Energy Systems and Clyde Babcock-Hitachi (in consortium) as EPC contractor for construction of both Condong and Broadwater co-generation stations.
- Country Energy for the provision of a 66kV switching station at Condong.
- Tweed Shire Council for the provision of tertiary treated effluent as the main water supply at Condong.
